Mocking at Delhi government’s decision to install CCTV cameras on city buses, former minister Kapil Mishra called it an AAP ploy to divert public attention from its lack of governance and inaction on many poll promises. In this context, he alleged that Chief Minister Arwind Kejriwal never attends office nor is he involved in governance. 
The current decision on installation of CCTV camera, a long-pending poll promise, he said is also aimed at blunting the charge of inaction and salvaging some reputation of the AAP chief by showing that he is doing something at the Delhi Secretariat.

     
The Delhi government has decided to install CCTV cameras on all the Delhi Transport Corporation (DTC) as well as cluster buses with an aim to ensure security of women in the Capital.  The proposal is part of Aam Admi Party’s 70-point programme mentioned in the party’s manifesto released before the Assembly polls in Delhi.
However, the sudden action on this long-pending promise implies that it has been taken for two ulterior motives, which have nothing to do with the wellbeing of general public. 
First, the AAP government has lost track of governance for over two years. The reason being the party was too preoccupied with the Punjab polls, where it suffered humiliating defeat. Against this backdrop, the party is desperately in need to show something positive to the electorate to regain its lost ground. 
Second, to claim an allocation under Centre’s Nirbhaya fund, instituted to ensure women’s security. The Delhi government expects financial support from Nirbhaya Fund by linking the installation of CCTV cams in DTC fleet with women’s security.
The Delhi government has already launched a pilot project for installation of CCTV cameras in 200 buses and the outcome was really encouraging. Each bus had a set of three cameras on the front, middle and hind seats. There was a warning displayed on the bus is under CCTV surveillance. This can prove a deterrent on eve teasers and pickpockets. 
If only the AAP government had concentrated on governance from the beginning, the CCTV benefit would not have confined to just 200 buses.
The fresh move aims at installation of CCTV cameras in all 4,000 DTC buses as well as cluster services. Connected to Global Positioning System (GPS), the cameras may ensure foolproof surveillance of onboard buses, hence can be of use for realization of women’s security. 
The CCTV camera feed can be monitored and retained for 15 days. This will ensure that information about any incident taking place inside the bus can be accessed within the period.
