Unable to have his way, Kejriwal fires missive at stickler for rules Chief Secy


New Delhi: Trouble is once again brewing in Delhi government with Delhi chief minister on Wednesday sending a strong letter to chief secretary Dr MM Kutty asking him not to remain confined inside his air conditioned chamber. Kejriwal asked him to "emerge out of his air conditioned chamber and start mingling with ordinary people, listen to their grievances and solve their problems."

The letter comes following the bureaucracy’s "refusing to give in to the diktat" of the AamAadmi Party leadership in the matters of governance. Delhi bureaucracy has become "careful" in taking orders from the political leaders following cases of corruption and irregularity which have come to the fore in the past few months.

Presently too, an audit is being carried out into the appointments made by the AAP government of the large number of people, suspected to be their cadres, on contractual basis. The use of strong words may further worsen the relationship between the CM and the top bureaucrat as chief secretary is the head of bureaucratic structure of Delhi government.

It is pertinent to mention here that ArvindKejriwal and chief secretary MM Kutty had a verbal duel around four months back when Kutty took charge and went for his first meeting with the CM. The relationship between the two turned bitter on the very first day. Today’s missive may conflagrate the situation even further. "Kutty’s predecessor KK Sharma succumbed to pressures from ArvindKejriwal and remained confined in his chamber during in his two years tenure, allowing now suspended secretary in CM office to virtually function as head of bureuacray," said an official.

"Contrary to the style of his predecessor Dr MM Kutty is considered assertive.Kutty takes allthe decisions as per law and never succumbs to pressure, he never minces words  either on writing notes on file or explaining the situation to CM as per law. This is the reason that ArvindKejriwal is unable to contain this law abiding top bureaucrat," the official added.

Sources claimed Kutty had altercations with CM in few meetings. Today’s letter from CM indicates his frustration to contain the growing influence of Dr MM Kutty as all the secretaries have started routing the files to the Ministers through the office of the chief secretary,as per the rules and procedures. "All the secretaries are taking chief secretary in the loop while taking important decisions on files, as nobody wants enforcement officials come knocking at their door," added the official.
